Place it in its cage. Give it some food and water. Keep the budgie in the cage for about a week and if you let it out to fly then make sure the curtains are closed so the budgie doesn't crash into the window and get injured. If the bird does get injured, take it to a vet ASAP.

This is normal, it just means that you have a LUTINO parakeet or an ALBINO parakeet. All LUTINO and ALBINO parakeets have red eyes, because they have have a large absence of melanin pigment, which is completely normal. Also, if your parakeet is white it is an ALBINO parakeet, but if you parakeet is mainly yellow it would be a LUTINO parakeet!
The ceres is just the parakeet's nose. Males usually have a greenish or bluish ceres; females usually have a brownish ceres. So your parakeet is probably a male.

Just continue trying to finger train it. Eventually, your parakeet will sit on your finger without flying off for a while.
The decision on whether to get another parakeet or not is totally up to the owner, but be warned that once the parakeet has a flockmate, it will not bond to its human owner quite as much. But it will still obey and love the owner. And the parakeets are MUCH noisier when paired. Having one parakeet is just fine as long as you give it lots of attention and love.
Maybe because they are just playing. Or if the tail is in the males face, then he'll pull on it. My female does the exact same thing
