Not all areas of Maine have cable. I am not sure when it arrived in Maine. But I know of many rural areas as mine that have still got to use Satellite DTV and Dish Networks as our Television viewing options. We cannot get Cable in my town as the townspeople here are afraid that it will raise their taxes on their homes having Cable here in our town. There are many areas that just don't have the service and/or the townspeople are against it. It depends on the town and the townspeople if they want it or not. So it is not fully all in Maine. As far as the date and when it came to Maine I am sure it was not too long ago, as Maine is quite far behind with most technology and new things. As I have noticed since living here it is a slower pace of life Which I don't always mind.
