I'm assuming you've seen this on a t-shirt somewhere as this phrase was made even more popular by being adorned on t-shirts all over the globe. Seki (or seti) is the Samoan word for "set". Set being used in 'slang' terms refers to something being "cool" or "sweet"... So basically it means that Samoa is "set"...Samoa is "cool"...but we all knew that didnt we? :-)
