States displaying the Stars and the bars are symbolic of the old Civil War South and are sometimes viewed as a slap in the face and as an insult to modern thought, The states that endorsed slavery, left the Union, and continue to brandish such old school symbolism do so knowing that some abhor such symbolism.
Converesely other promote their display as a matter of southern heritage and pride. At some distant time the Nation may heal the wounds of Civil War, Reconstruction excesses aimed at punishment instead of healing and truly come together as a united people. Southern industry and a global outlook continue to blot-out or at least blur the troubles of the past.
For example the Georgia Flag of 1956 to 2001 gave way to a more modern and less flagrant use of the stars and the bars for a more styelised flag. It reverted to a more provactive Stars and Bars design under voter pressure.
