This will depend upon which part of China you are asking about. Flooding on the eastern coast is typically due to typhoons with storm surges up the coast. Flooding in the southern portions is typically due to monsoon rains flooding the great rivers. Flooding in the west and north has more to do with sudden heavy rainfalls in areas that have little ability to absorb the rain.
