Nicolae Ceausescu ran a formal democracy, meaning the people were allowed to vote "democratically", but there really was only one group for the people to vote for. He is also infamous for his "5-child" law. Every woman was given the direct responsibility of birthing five children minimum. Unfortunately, this led to many children ending up in orphanages and institutions, where most of the children were horribly neglected (and in many cases-- died).

These were just a few of the larger human rights violations. He was, in no sense of the word, a great man.
