From around 1950 until the early nineties the Russian armed forces carried the Makarov as its standard side arm. But since then there has not been a definite replacement. They are many different pistols used by the Russian armed forces. The most common are the Browning Hi-Power, Beretta 92FS (M9), the Walther P1 (A modernized version of the Walther P38), and the PSM (A modernized version of the Makarov). I could list every single one but the Russians are very fond of making copies of pistols that already exist. For example, I know the Russians made a copy of the famous Colt M1911. Since the introduction of the Makarov Russian has not strayed from 9x18mm ammunition. Which is almost identical to the 9x19mm NATO currently uses.
The dorsal surface of the arm refers to the back or posterior side of the arm. It is opposite to the ventral surface, which is the front or anterior side of the arm.

Currently the standard side arm of the US military is the 9mm M9 Beretta pistol. I know many officers that continued to carry their own .45 because of the lack of stopping power of the 9mm round used by the M9 pistol.

Lateral, means to the side, so I would think that the arm is on the side of the torso (body).
