Spain is a parliamentary monarchy.

Although Spain has a Parliament their head of government has the title Presidente del Gobierno (President of the Government) NOT Prime Minister.

Furthermore, the President is not elected by direct ballot of the people. The King of Spain consults with the Parliament, selects a potential candidate based on the recommendation of the various parties represented in the Parliament, and recommends him/her to Parliament. The Parliament votes to decide if he/she is acceptable. If a simple majority votes affirmative the King will then appoint him President. The rest of the government is selected by the President and appointed by the King.
