Most Middle Eastern countries are autocracies. A shorter list would be those countries that are not autocratic: Turkey, Israel, and Cyprus.
Mostly autocracies which didn't pretend to be anything else, or monarchies which were (and those that still exist are) similarly autocratic.

Belarus is the only European country deemed as an autocratic government. Russia is also partially deemed as an autocratic government, although the situation isn't as serious as in Belarus.

Belarus is the only European country to have an autocratic government. There is no real explanation as to why a country has an autocratic government, other than the absolute ruler being power hungry.
Prior to the Crusades, there was no "unified Middle East government". The dominant countries in the Middle East were the Abbassid and Fatimid Caliphates, which were hereditary monarchies that ruled according to Sunni and Ismaili Shiite jurisprudence respectively.
