What is legal age in California to drink?

I am a Californian and the legal age is 21. The state is very strict on the law. They send people into bars and liquor stores to check to see if the store/bar will sell to underage people. We have had 2-3 very bad accidents because of underage drinking. One involved a SUV with 3 girls who turned over on the freeway and a Grayhound Bus full of people hit it because the SUV was black with no lights and on its side. Several people on the bus died including the girls.
