However, city officials (and residents) are claiming that there has been an undercount, and that New York City's population is actually around 8.4 million.
It is speculated that many undocumented workers were afraid to take part in the census, despite an ad campaign encouraging them to. It also appears that thousands and thousands of the city's legal residents were simply too lazy to spend 10 minutes filling out the form and mailing it in.
