Can't provide a city-wide average, but I have 1350 sq. ft. single story under air (SEER 15.5), thermostat set 85 during work-hours, 77 all other times, hot water, oven/stove, and dryer on gas ($25.00/month), and my annual average (2011) is $85.00. Min $65 (Feb) max $107 (Aug). I also have ancient louvered windows (even the geckos fit through), so I am sure this could be reduced quite a bit by replacing those. I do have a white elastomeric roof coat, though, which reduced the summer daytime attic temperature by 30 degrees (and the electricity bill average by $20.00/month from 2010, though winter 2010 was quite cold and that could have been a factor).
