Minimum wage laws exist in PRC and are enforced on a provincial level. However only two provinces (Heilongjiang and Xinjiang) pay a minimum wage equivalent to maintain an average standard of living. The worst region is the Pearl River Delta where the minimum wage is enough to buy four bowls of noodles each day for one person.

Minimum wage laws are breached generally through employer deductions such as accomodation and food

The worst problem tend to be that employers withold payment of wages in order to ensure their staff are retained. One example of this is the SOE China State Construction Engineering Corp of Nanjing hired armed men to attack worker representatives demanding payment of their wages. in the conflict one worker had their arm amputated.
