The least amount of traffic is going to be very late at night (for leaving DC) or very early in the morning. Raleigh isn't an issue as far as traffic. The major bottleneck is 95 South between 495 and Fredericksburg. On weekdays you need to be South of that mess by 2:00 or you will be sitting in bumper to bumper traffic...forever. The fastest way is 95S--go through Richmond, (don't take 295) then to 85 S to US 1 South in Henderson, which turns into Capital Blvd in Raleigh. Heading back to DC traffic is going to be backed up to Quantico unless you get there very late at night.
