The flag of Europe is a blue background with twelve five-pointed gold stars organized in a circle in the center. It is the flag of the Council of Europe and the European Union, and is also used in relation to the Eurozone and the continent of Europe as a whole. The flag was first used by the Council of Europe in 1953, when there were only fifteen members. However, not all members were considered sovereign, so only twelve stars were used as a symbol of perfection and completeness.
The Convention and its Explanatory Report was adopted by the Committee of Ministers of the Council of Europe at its 109th Session on 8 November 2001.
They differ both in membership and purpose. Council of Europe consists of the ministers of various policy areas and is a legislative body. European Council consists of heads of states and is responsible for guiding the general political direction of the EU.
