The New York State legislature is intended to mimic the federal Congress.

The NYS Senate is the "higher" body and each member has a larger district to serve.

The NYS Assembly is the rough equivalent of the US House of Representatives, in that it has more members than the Senate does, the members serve for shorter terms, and their districts are smaller.

Because the states are subject to the Constitutional requirement for one-person-one-vote, while the US Senate is not, the districts of the NYS Senate and the NYS Assembly are both redrawn every 10 years, after the Federal Census, and are both based on population.
