I have personally driven every inch of I-5 from HWY 1 in Mex to HWY 1 in Canada and back, during all seasons.

I believe it is in the Sisiykou Passes, right after the border crossing to Oregon.

The second contender would be the top of the "grapevine" a high, steep, pass goining south to LA, reaching its peak, and slowly descending ( a lot of western and "war" movies have been shot in this area.
