There is no specific law that defines the height of a hood scoop. In fact, there is no law that requires you to have a hood at all. The main concern (which would be a judgement call by the police) is if the hood scoop obscures your vision. So, if you have to look around it to see stuff, then it probably is too high to be street legal.
