Building owners in New York City are required by law to provide the following minimum temperatures under the following conditions:
During the day (6 a.m. to 10 p.m.), when the outdoor temperature falls below 55 degrees Fahrenheit, the minimum indoor temperature is 68 F.
At night (10 p.m. to 6 a.m.), when the outdoor temperature falls below 40 F, the minimum indoor temperature is 55 F.
This applies only during the heating season, which is October 1 through May 31.

The first thing to do is to speak with your landlord or building super, but if they are not making a serious and reasonably speedy attempt to fix it, then call 311 and report the problem.
