During the early part of the century, the eagle represented Russia to the Japanese.

Obviously, the image of the eagle also represented the US, so two of the biggest enemies of Japan in the 30s and early 40s were represented by the eagle.

The "Russian style" double-headed eagle is regarded in Japan nowadays as a symbol of Japan's statehood. I discovered such a double-headed eagle emblem on an elementary school traffic contest award. Remarkably, such an event was not related to Russia or USA, rather being a purely domestic local business - traffic safety in an elementary school in central Japan (Hamamatsu City, Shizuoka Pref.)
