The serpent symbolizes lies and a lack of morals / ethics. Basically the snake represents "evil". It is the same meaning given to the serpent in the bible. This is also a masonic symbol and is given the same meaning in Masonry. I am an attorney and a master mason. I believe Lady Justice is holding these vices at bay by stepping on the snake's head.
