A proposal is put forward in the lower house. It is discussed and voted upon then goes to the upper house where it is discussed and voted upon. If the upper house can't come to an agreement on it they send it back to the lower house where changes are made or it is dropped. They can then send it back to the upper house again until agreement is reached.

In government a bill is a proposal that is considered for becoming a law. If a bill is passed by Congress and signed by the president it becomes a law.
The legislature decides whether a bill is acceptable to become a law when they decide whether or not to make it. In the process of becoming a law, the president or governor of the state has the option to veto a bill. Once it is law, judges can refuse to enforce it, and if it is unconstitutional the State or US Supreme Court can nullify it.
