It's Kaliningrad (until 1949, if I'm not mistaken Koningsberg which stands for "king's mount'). It's on the river called Pregola (in German it's Pregel) and the region it's a capital of occupies a part of historical Eastern Prussia and stands on The Baltic seashore.
