Initially they did not come to an agreement with Russia because Russia had allied with Germany. Russia was attacked and changed their alliance with the Allied Forces. So they became part of the Big Three: US, USSR and UK.
This agreement happened mainly due to French influence since they had signed the Entente Cordiale in 1904 and was already in alliance to Russia due to the Dual Alliance in 1894. This made Britain all the more likely to sign it, which they did.
The first official agreement happened in 1991 between the United States, Germany, France, Britain, and later would include Russia, Japan, Brazil, Canada and China. Spain, Greece, Portugal and Australia are also set to be part of the agreement in the next two years.
On the 13th of December 1734 England and Russia signed a trade agreement.A number of things have happened in history on December 13th. In 1294, Saint Celestine V abdicated the papacy. In 1642, New Zealand was discovered by Dutchman Abel Tasman. In 1734, England and Russia sign a trade agreement.

Serbia would have received further harassment from Austria-Hungary, and that could have affected whether or not Frederick Ferdinand (The Archduke of Austria-Hungary) was killed or not, which was more or less the CAUSE of the war. But if he had been killed, Serbia would have been utterly crushed by the much more powerful Austria-Hungarian military. Also, Russia would have not have entered the War to protect it's Slavic bretheren, and the outcome and Victors of WWI could have been the central powers, since Russia (being a VERY powerful military force) would have not been there to help the Allied powers fight the Central Powers. And only God knows what the world would be like today if that happened
