Jerusalem has a Mediterranean climate with cold, wet winters and hot, dry summers. While snowfall is rare, it can occur especially in January and February, but it doesn't typically accumulate significantly.
Ther isn't a specific "cold month" but anytime during the Winter would be cold. :d

For Ezra had prepared his heart to seek the Law of the LORD, and to do it, and to teach statutes and ordinances in Israel.
