The French owned Missouri at the beginning of the French and Indian War.
After the war, specifically referring to the American Civil War, Missouri remained part of the United States. There was no transfer of ownership to another nation following the conflict. Missouri had been a border state with divided loyalties during the war but ultimately stayed in the Union.
To the best of my knowledge, there was no "Missouri Civil War" What would it be? Fighting among the northern counties and the southern counties? Missouri was in the US Civil War on the side of the South.

French Territory West of the Mississippi River (to Include Missouri) was ceded to Spain. Subsequently, in 1800 this same area was ceded back to France who subsequently sold this as the Louisiana Purchase to the United States.
The UN stayed out of it.
