Six of the nine counties of the province of Ulster are in Northern Ireland, with the other three counties being in the Republic of Ireland. So there is no province that is not in some way part of the Republic of Ireland. Northern Ireland is occasionally mistakenly referred to as Ulster, but it makes up only six of Ulster's nine counties, so it is wrong to say that Ulster is not in the Republic of Ireland, as only part of it isn't.
