A filibuster is used to stall. For example a typical filibuster might consist of reading the largest telephone book you can find into the congressional record. It provides no useful information on the subject under discussion but prevents any action (for or against) from being taken on that subject.

Strom thurmond 1957 civil rights bill While Thurmond does hold the US Senate record for the longest filibuster by a single individual, the longest on record ocurred, of course, in Texas. In 1977, Bill Meyers, "the bull of the Brazos," stood on the floor of the Texas Senate for 43 and a half hours, arguing against a workers compensation bill. Correction: It was Bill Meier, not Meyer, and he was NOT W.T. "Bill" Moore, "the bull of the Brazos." He was from Euless and represented Tarrant County (in which Fort Worth is located). Correct ANSWER It was actually Randolf Scott. He stood in wild wild west talking to the Indians for over 68 hours straight. After his speech the Indians knitted him a new head band and then tied him to a tree and painted his head pink. Randolf was never the same after his incident and never spome again. Clearly there is controversy over this matter. Correction: The longest filibuster in history was by Ike Brunette in 2004
