Delaware shares a land border with Maryland and Pennsylvania. New Jersey can be said to be a state surrounding Delaware, but the land borders are separated by water.

There are many bodies of water located in the Northeast region of the USA. The list includes the Atlantic Ocean, St. Lawrence River, Hudson River, Lake Champlain, Erie Canal, the Sesquehanna River, and the Delaware River.

Pennsylvania is a state that is not bordered by the Atlantic Ocean. It is situated to the left of New Jersey and is bordered by the Delaware Water Gap.
At present, the only toll on I-80 in NJ and PA is the Delaware Water Gap Toll Bridge across the state line between them. However, the state of Pennsylvania has (so far unsuccessfully) tried to change all of I-80 in PA into a toll road.
Delaware is not surrounded by a body of water. It has the Atlantic Ocean to its east, and Delaware Bay to the north.
The division between the states is not a river, but a demarcation line. The only major river that the states share is the Nanticoke River in southwest Delaware.
