Pericles had three goals for Athens. The first was to strengthen democracy. The second was to expand the empire. The third was to beautify Athens.

I believe it is Perciles..Pericles. He persuaded Athenians to make an empire out of the anti-Persian league which it had been leading, and diverted the funds being collected for that purpose to glorify Athens put half its population on the public payroll.
When Athens became over-confident and began to interfere in the territories of the Peloponnesian League, it created bitter opposition, leading to the destructive 27-year Peloponnesian War, which Athens lost and was stripped of its empire, becoming a second rate power.
Pericles promoted imperialism. Sparta was the isolationist and considered as threat to the Athenian Empire.
The Peloponnesian states, particularly Sparta, viewed Pericles' attempts to strengthen the Athenian Empire with suspicion and hostility. They perceived his policies, which included expanding Athenian influence and military power, as a direct threat to their autonomy and security. This growing tension ultimately contributed to the outbreak of the Peloponnesian War, as many states felt compelled to counter Athens' dominance in the region.
He had no such ambition. Athens was a small city in a big world, including a couple of thousand other Greek city-states. He wanted to use the money extorted from Athens' empire to glorify Athens and spend on raising the Athenian living standards, both for the benefit of the citizens and to cement his own status as First Citizen in a volatile political environment.
