Fire department siren.
Yom Hazikaron is the Israeli equivilent of the British Remembrance Day or US Veteran's Day, during which Israel remembers and honours those who have died while defending the nation and those who have died as a result of actions carried out by Israel's enemies. On the 4th of Iyar which is the day before Israel Independence day (Hebrew date - since the Hebrew and secular calendars do not correspond, this can fall on any one of various days by the secular calendar. The dates will be adjusted should either fall on Shabbat, the sabbath or if Yom Hazikaron falls on a Sunday), a siren is sounded throughout Israel at 8pm in the evening. Almost all Israelis stop what they are doing and observe a minute's silence. Flags are lowered to half-mast.The following morning, a second siren is sounded at 11am to signify the beginning of memorial events which take the form of commemorative services at all cemeteries containing the graves of Israeli soldiers. Between 7 and 8pm, a final siren signifies the end of Yom Hazikaron and the beginning of Israel Independence Day and flags are returned to full-mast.
