I wouldn't call it a "value" per se, but the Roman government, like that of Sparta, was designed around having an effective military to support its rule. Young men were conscripted when they became of age and served a certain number of years. If they chose to stay in the service, they would find that eventually, they would be guaranteed a pension and a piece of land of their own to work... provided they survived to retire (many did).

Serving in the military was not only required, it was expected, and most men served more than just the required term. From the beginning, the Romans were a war-like people, and they worshiped Mars as readily as the Greeks worshiped Athena (while there was almost no worship of Minerva in Rome, Athena's warrior aspects all but removed from the goddess).
