Deborah did not have a government. She was a judge that held no loyalty to any state or kingdom. If she were alive today, she would be considered an arbitrator as opposed to a judge.

While she lived, the Land of Israel was occupied by semi-autonomous tribes of Israelites held together in a loose confederation and by Canaanite, Philistine, and Phoenician Tribes that usually fought against the Israelite Tribes. The Israelite monarchy would come after her passing.
