It is difficult to come at even what the population of Athens was - the best estimate would be 200,000 - males, females, children, resident aliens and slaves. The percentage rate estimated to be literate - and of course who literate does a person have to be to be classed as literate - are questions to which the answers given by scholars are sheer speculation and vary wildly according to the desire of each to promote their views - extreme or conservative.
A best guess would be 10 per cent of the population. It is interesting that in democratic Athens, any public task seemed to be carried out by a team of ten, so perhaps this had something to do with getting someone in each team who could read properly.
