The group of paramilitary Hutus involved in the massacre of Tutsis during the 1994 Rwandan genocide was known as the Interahamwe. This militia played a central role in the systematic killings and violence against the Tutsi population, contributing to the deaths of an estimated 800,000 people over a span of about 100 days.
It was the Tutsis that were being persecuted, by the Hutus.

Tutsis & Hutus
Yes the Tutsis did.
the hutus chopped the tutsis' achiles tendon (at the back of the heel) and left them there. the tutsis couldn't move so the hutus came back later to finish them off.
The Hutus killed many Tutsis to scare them, so many fled (200,000 Tutsis, to be exact) from Rwanda/Burundi as refugees.

The tutsis were the victims, so if I understand the question they were the protagonists and the Hutus were the antagonists.
The tribe that was targeted were the Tutsis. They were targeted by the Hutus. The Hutus hated the Tutsis and the Tutsis hated the Hutus. After the president was shot down in a plane the whole government fell apart and the Hutus took over the goverment and tragically started taking out Tutsis.
