They werecompeting to have the strongest navy. in 1890 Germany was the strongest nation on theEuropeancontinent, but GreatBritainwas not at all alarmed by this expansion and started to build a navy.Germany then started to expand their navy and the twocountries quickly raced to build the largest navy.
