I would say NO ( I was looking at the 1998 Ford Crown Victoria Owner Guide and it doesn't show anything about it having a cabin air filter )

On a 2005 Ford Crown Victoria , the Mass Air Flow Sensor is in the top of the engine air filter housing just before it connects to the big engine air intake tube

Not much to tune up on these engines. Spark plugs, ign. wires, fuel filter, air filter, and of course oil an filter.
It is part of the Mass Air Flow Sensor. Located at the Air Filter Box end of the Air Intake yube.
