Ho Chi Minh was an avowed Communist and the US believed that he would promote communism throughout Southeast Asia, which would be counter to the US policy of supporting capitalistic dictatorships and democracies. These fears were later borne out by the fall of Laos and Cambodia to Communism.
Because Cambodia has all the factors of communism and it is highly regulated I believe it has a commanded economy but I have researched this information and have not been able to find a concrete answer.
