Probably in 1974 - when the Health And Safety At Work Act (the Act) became law. Before the Act was established, safety equipment was on an 'ad-hoc' basis - in that companies were under no obligation to provide PPE unless it was considered someone was working in an unsafe environment (such as with corrosive chemicals etc). The Act laid down a set of laws making companies more responsible for the health and safety of their employees - and made everyone working in the same company - responsible for their co-workers safety.
