Great Britain did not 'conquer' Hong Kong as that word suggests something won in battle. What happened was in 1898 Britain obtained (from the then Emperor of China) a 99-year lease of the Hong Kong area that was then used as a free port and entry point to Asia for the British Empire.
Historically Hong Kong was part of China. Then in the 19th century - over a period of fifty years or so - Great Britain took possession of Hong Kong island, the Kowloon peninsula and then the surrounding area called the New Territories. Britain's lease on the New Territories expired in 1997 and the UK agreed to return Hong Kong to Chinese control.

Because Britain had a 99 year lease on the New Territories of Hong Kong, and this was due to be returned to the Chinese by 1997. The UK didn't have to handover Hong Kong island, but if it didn't then it would have lost too many facilities such as places of work and airports to China for it to function as its own city, and so it was handed back on the condition that it would be a democracy for 50 years.
