Even though Germany had taken back territories such as Austria, Czechoslovakia and then Poland. France and Great Britain I think understood why Germany was rearming and reuniting all German speaking people. They though the Treaty of Versailles was way to rough on Germany and that Germany had the rights to do what they were doing.
For starters, Hitler really didn't announce rearming; he just did it.Secondly, the world did nothing. The rest of the world was too busy with the severe economic hardships to really care.
