There's no exact date. London had been the capital already in the reign of Edward the Confessor (1042-1066). The first two Norman kings, William I and II, found Winchester more convenient as it's only about 14 miles from Southampton, from where one can sail to Normandy. In the reign of the third Norman king, Henry I (reigned 1100-1135) London became the capital again.
