It did not have that status. It was a Colony of England and then a US State.
Illinois became a county of Virginia in 1778 when it was designated as part of Virginia's western territory. This status lasted until 1784 when Virginia ceded its claims to the land that would become the Northwest Territory. Subsequently, Illinois became a separate territory in 1800 and eventually achieved statehood in 1818.
West Virginia was, of course, part of the Virginia territory. When the territory became a state, West Virginia was still a part of the state of Virginia. West Virginia became its own state on June 20, 1863.

First British settlement was established in America paid for by the Virginia Company of London and chartered through king James I. The charter granted certain powers and duties to settlers to set up a colony in a territory that would be renamed Jamestown in an area that would later become the territory of Virginia. Of course the colony and territory names replaced the former ones the native Algonquian nation called this territory before the European settlers invaded.
