If you are within the USA, the USA flag should be the highest flag.
If you are not in the USA, the local national flag should be the highest.
All national flags should be at the same height, and the same size.
*Should be the same height and the same size as the other flags. *If displayed with another flag: it is always on the right side and in front of the other flag.
If the flag is in a group of flags (on separate poles) it should be in the center and higher up than the rest of the flags. If it's on it's own pole it should be above the rest of the flags and at least the same size as any other flags on it's pole, if not larger.
Of course it can. All you have to do is attach it to a taller flag pole.Another View: (in the US) No. The rules of flag etiquette of the United states deem that when displayed along with other flags on a single pole, the US flag should be displayed at the highest position on the pole, and when in a grouping of multiple flagpoles, the US flag should be displayed higher than any other flag. These flag rules apply only in the US and its territories, of course, other nations may have differing rules.
When hoisting and lowering flags, the national flag is typically given the highest priority and should be raised first and lowered last. This signifies its importance and respect. If multiple flags are displayed, the national flag should always be at the top of the flagpole or in the position of honor.
The country flag is generally the highest. Other flags should be lower. Except during the Olympics, when the Olympic flag is highest or equal to country flags.

When it is displayed from the same flagpole with another flag - of a state, community, society or Scout unit - the flag of the United States must always be at the top except that the church pennant may be flown above the flag during church services for Navy personnel when conducted by a Naval chaplain on a ship at sea. http://www.usflag.org/flagetiquette.html
It all depends on which flag it is flying along side:For flying with flag other than a different nation's flag:"If the flagpoles are the same height, the American flag should be placed in a position of honor, which is the extreme left, as the flags are most frequently viewed. If there are multiple flagpoles with the center flagpole in taller height, the American flag would fly on the taller, more prominent flagpole. When the flags are flown from adjacent staffs, the American flag should be hoisted first and lowered last. No such flag or pennant may be placed above the flag of the United States or to the flag's right."For flying with the flags of other nations:"When flags of two or more nations are displayed, they are to be flown from separate flagpoles at the same height. The flags should be approximately equal in size. International usage forbids the display of the flag of one nation above that of another nation in time of peace. The American flag should never been on the same halyard as another nations flag. When the flags are flown from adjacent staffs, the American flag should be hoisted first and lowered last."Taken from:http://www.americanflagsforsale.com/american-flag-etiquette.aspx-Matt

The five flags displayed above the platform between columns on the Capitol building are: The two outside flags are 13 star United States flags symbolizing the first 13 colonies. To properly hang the Canadian Maple Leaf flag, ensure the red maple leaf is centered and upright, with the red bars on each side. When displayed vertically, rotate the flag so the leaf points up, with red bars on the left and right. Outdoors on a flagpole, raise it briskly and lower it slowly; it should be flown from sunrise to sunset unless it’s illuminated at night. When placed with other flags, the Maple Leaf flag should be at the same height or higher and given a position of honor, such as in the center if displayed with multiple flags.
