In New York State, Cosmetology hours do not expire. Once you have completed the required 1,000 hours of training at an accredited cosmetology school, those hours remain valid for obtaining your license. However, if you do not apply for your license within five years of completing your training, you may need to retake the exam or fulfill additional requirements. It’s always best to check with the New York State Department of State for the most current regulations.
Go to the California Board of Barbering and Cosmetology page Click on the Applicants tab at the top and you can find a Reciprocity Application. I believe in California you always have to take the written and practical state exams (I did for esthetician when I moved to California from Minnesota) for licensure. California requires 1600 hours training for cosmetology, as opposed to Florida's 1200. You may have to complete the rest of the hours, or depending on your experience they may accept you for the exam. You can call the Board at 800-952-5210.

Every state has their own cosmetology section that have their own set of guidelines and laws. For example: Where you can work in a hair salon in New York as a "shampoo girl" as long as you are training to be a cosmetologist, the state of Arkansas mandates that if you are going to touch a client, you HAVE to be licensed. Check with your State Cosmetology Section. But, even if you can work unlicensed in the salon, you still have abide by the laws that govern minors in the workplace. You can probably get hardships for those (I think those vary by the state, too). Best of luck to you!
