The Governor can appoint someone to take his place until the next Federal election comes about.
Article V Paragraph IV. Qualifications of Governor and Lieutenant Governor. No person shall be eligible for election to the office of Governor or Lieutenant Governor unless such person shall have been a citizen of the United States 15 years and a legal resident of the state six years immediately preceding the election and shall have attained the age of 30 years by the date of assuming office. If there is a vacancy in the Senate the Governor will appoint a temporary senator until the next election.
It is an elective office, so it remains vacant until the next statewide general election.
Jimmy Carter won the gubernatorial election for the state of Georgia in 1970. He served as governor from 1971 to 1975 before later becoming the 39th President of the United States.
