Well, they just live their day-to-day lives like the rest of us. It's not like there's a special neighborhood for celebrities, where they're on display like animals at the zoo. Seeing celebrities is really just a matter of luck.

Like, I used to work at a paint-your-own-pottery shop, and one day Kevin Bacon came in and painted some pottery with his daughter. Another time, my friend and I were walking down West 88th Street, between Columbus and Central Park West, and we saw Kevin Bacon again. Apparently he lives on the Upper West Side. Then another time, I saw Meg Ryan at Tower Records on Broadway, near Lincoln Center. Another time, my friend and I saw Woody Allen and Sun Yi taking a walk on the Upper East Side with their baby. I also saw Rudy Guiliani walking around the East Side, in Midtown, back when he was Mayor of New York City. He has the biggest head I've ever seen in my life.

And they're always filming Law & Order episodes around the city, so I've seen the Law & Order actors a few times. I think there's actually a website that lists all the shooting locations, so you can follow them around if you want. Then another time (this was like, a decade ago), they were filming Ransom near my high school, and we got to watch Mel Gibson film a scene on Madison Avenue.

So, it's all about being in the right place at the right time. If you're really, really determined to see celebrities, then the best neighborhoods to hang out in are the Upper West Side, the Upper East Side, the West Village, Tribeca, and SoHo. Those are the trendiest neighborhoods in the city right now, so a lot of celebrities live there.
