I do not believe the origination of the term is known exactly. Some think it is because the Dutch were very thrifty people who only spent money on necessities and did not go out for entertainment or eating. There was also the use of the term during the period of American colonization that used Dutch as a term of a person being a tightwad. The British competed with the Dutch and the Dutch were always trying to find ways to capture British trade and customers. Wikipedia has an article on the term.
