The Hebrew name "Tel Aviv" is biblical and appears in the book of Ezekiel (3:5); the word "Tel" means "Mound / Ancient Settlement", whereas the word "Aviv" means "Spring/ Rebirth". It was chosen for the city as its meaning corresponded with Theodor Herzl's book "Altneuland" (An Old New Land). Herzl is known as the father of modern Zionism.
The word 'Aviv' can also be found in Exodus 9:31. It is the stage of barley development at which a 'head' is formed on the stem, making it susceptible to weather damage. In Exodus 9:31 we find that the barley was destroyed by the hail BECAUSE it was already in the "ear" (kjv) or in the "head" (nkjb) or "headed" (niv). This is a springtime condition of the barley, and hence the connotation of spring. It is also the scriptural basis for the name of the first month of the Jewish religious year being Abib (Exodus 13:4). [the name Nissan for this same month comes from Babylon].
