Keihin, Chukyo, Kita- kyushu, and Hanshin are known as Pacific industrial belt in Japan. Factories in Japan are usually located based on the following 3 principles.

1. Good ports and sheltered bay

2. Lowland

3. Near large cities for a pool of labour

I Good ports and sheltered bay

As most of the raw materials and fuels in japan are imported from other countries, it's necessary for factories to be set up near ports to reduce transportation costsfor transporting fuels and raw materials from ports to factories. Seto- Naikai and Tokyo Bay are very good ports. They are sheltered from strong winds and protected from typhonns in summer. Thus many large ports are set up there.Good port facilities make importing of raw materials and fuel easire, also as exported manufactured goods.

II Lowland

Heavy industries need large area of flat land to build factories. However as Japan is mountainous, only south- eastern coast and around Seto- Saikai can provide suitable flat land. Large reclamation works are done there to provide more space.

III Large cities as a pool of labour

Many large cities are located in the south- eastern part of Japan. They provide a large pool of labour of industrial development and acts as a local market for manufactured products.
